Treasury Analyst

Role Description.

Cash Management Section provides cash management services to the various joint venture companies . The main activities of the treasury analyst will be as follows:

1.Prepare quarterly cash flow forecast for the companies assigned.
2.Reconcile forecasts to actual bank activity and investigate variances internally as well as externally with banks.
3.Prepare fund transfers to ensure all company accounts are adequately funded to meet scheduled payments.
4.Assess surplus cash available for investments and distribution to shareholders.
5.Place funds on short term investments with approved counter parties.
6.Handle opening/closing bank accounts and general bank account administration as per company P&P as well as establishing investment relationship accounts with various counter parties.
7.Participate in treasury system design set up for new companies when required.
8.Update of cash management P&Ps as well as develop new ones if necessary.
9.Able to read and comprehend legal documents such as Joint Venture and Accounts Agreements that govern the operation of the companies assigned.
10.Assist with managing short term liquidity requirement through external funding if needed.
11.Supervise and assist in training and developing new/existing staff.
12.Regular communication with banks for funding, investigations, investments etc.

I do agree with the columnist, the once confident and trust that the rakyats have had before need to be restored, and it is a tall order. The rakyats have had enough of empty promises, talks are cheap and time for result. The rakyats are demanding more and not enough with the promises to deliver the project by Q2, 2012 and etc. The rakyats want a date !

" Project A shall be delivered and ready as per the specifications within budget on 31st August 2012 " - can the trusted parties promise this ?

Below are some of the success factors, in my view that contributes to the success of ETP on top of what have been written in the newspaper.

1. Keep and honour the promises- "Rakyat First, Performance Now". Keep political differences aside for a while for the sake of the nations and our beloved country, Malaysia. Accept constructive feedbacks as opportunities to get better. If the promises are kept and honoured, the rakyats know what to do. Need not to worry.

2. PERMUDAH -reduce red tapes and all agencies that involve throughout the value chain shall have the same mission, to make the ETP a success.

3. Effective and efficient project monitoring - Projects progress to be monitored by the trusted agencies and parties, and any slacks to be addressed immediately.

4. Cost saving and cost reductions- As written in my previous entries, these are critical and shall be part of the project objective and culture in Malaysia. No more waste !

5. Young Turks- let the capable persons handled the project, based on capability and not based on seniority with the right mindset and do it for the nation and country. Quoting from the book ;
"We need leaders with the like of Dato' Rastam Hadi, Tan Sri Abdul Kadir Shamsuddin, Tan Sri Abdullah Mohd Salleh, Raja Tun Mohar bin Raja Badiozaman, Tan Sri Dato' Haji Bashir Ismail and the list go on......"       











6. Right contractors with the right experiences, mindset and good track records- they are also having ordinary rakyat, like me who is going to be directly impacted with the success of the projects in mind. They shall support and help the government to achieve this. Not only "Safety First" as their reminder, but also " Rakyat First".

Quoting from Dato Seri Idris Jala [ and I my view is that he is practicing what he preaches ] -

1. Dream the impossible
2. Never lose hope, have faith and ask for divine intervention.
 
 " Rome was not build in one day "....let us together make it happens. All the best and good luck !

My wish for Budget 2011- Wish # 5

It is good to note and to read, that the government is doing all it can to bring Malaysia to the next level or next quadrant of league, to be at par with other developed countries. I have heard this before, and trust that like many other Malaysians, I would like to see both "tangible" and " intangible" results "quite urgently", as the theme and motto of 1Malaysia , " Rakyat First and Performance NOW !" . Tangible, is very obvious. Intangible, more like the "good feeling" that Malaysia is already there ! It is like the hearts of every Malaysians that are telling all of us, we have reached certain points, and now we are to maintain the momentum, and continuously improve and get better by the day. Of course, we can't satisfy all the people, but if the "majority" have the " feel good vibes", it is sufficient. What represents that majority ? My view, when the public give the vote of confident to the government, one of it. The rest, depending on the situations of a particular subject.

I read in the news, that the government is trying to reduce the budget deficit to 3 % of GDP by 2015 and I believe by that time, all the investments made would start to give returns or profit to the stakeholders. However, I would like to see that 3 % of GDP to be accelerated by 2013-2014 the latest, and I believe it is achievable. Quoting from the Art of War of none other than Dato Seri Idris Jala, the current CEO of PEMANDU "to always dream the impossible ". The following are the measures that can be taken to accelerate the target, at least in my points of view ;


1. For each of the projects implemented shall have at least 5-10 % or more cost saving, and cost saving is not something to be done at the expense of quality. In a nutshell, the project shall and must meet the objectives according to the projects specifications and deliverable, and at the same time 5-10 % lower than the earlier estimate. This has to be tracked periodically, and have to be reported at the highest authority. Those who made it happen, shall be rewarded accordingly.


2. Not only the "projects" that shall target the cost saving, it is also applicable to all the government agencies, government departments and government-linked companies. All of them shall talk the same language and cost saving shall be the " most talked about subject in town and the most juicy gossip". As cost centers, all shall target to improve the cost effectiveness, by being efficient. For one, I disagree with the easy way out to achieve cost saving, i.e. by trying to save on " staff related or manpower related " benefits. No ! No !, that is not the cost saving I am referring to, not at all. The staff related benefits shall be at least maintained or improved, in line with the cost saving that being achieved. In any organization, reward those who do excellent job and good work and coach the non-performers, to make them perform and eventually translate to a superior performing organizations and agencies. The heart and souls of organizations shall be given the priority and utmost attention before anything else. The introduction of MyRecruitment by the government to recruit the people with the "right mindset " and "capability", is indeed welcome and congratulations to the government !


3. Make sure all the project meets is target objectives and specifications, and most importantly to meet the deadlines. Often in the past, we have seen many project " gajah putih " or " white elephants" and worst not completed at all, and this shall be HISTORY and any revival of "sick" projects are most welcome ! Even more so, rewards those contractors who manage to complete the projects ahead of schedule, within budget and even better result in 5- 10 % cost saving. This shall be the cultures and rewarding them like giving them priority in government future projects for good performance, might be one of the many ways.

4. Encourage innovative and new ideas, with the implementation of new technologies, and at the same time to employ more local contents. This will definitely, improve the project economics, and any savings from the past projects will definitely help with many more projects for the benefits of the rakyat, and rakyat will have feel good feeling with it.


My view, it is doable and what it takes is the strong WILL from all the parties concerned, and let us work together to make Malaysia a great country with great people.

My wish for 2011 Budget -Wish # 4

My next wish for 2011 budget is for the government to allocate more for agriculture and aquaculture, and its associated activities. I remember very well back in 2008, the world faced food shortage, unbelievable ! Malaysia has been putting so much focus manufacturing sector, and totally neglecting or giving little consideration to agriculture and aquaculture, which was once the back-bone of our country development. Now, it is over, but once shall not forget the expensive experiences and pain that we had to endure the last time. As such, we shall re-charge the industry and make the industry more sexy than ever. Over the years, I have seen lots of effort by the government, but as a Malaysian I would like to see more and expedite and accelerate the implementation of the strategies.

The industry, shall focus leverage on the latest technology and shall have economies of scales to compete with others, even with our neighbors Thailand and Indonesia. I do not see reasons for us not to produce enough for our country. When the other two countries, are very much labor intensive, we shall do it capital intensive and  research base agriculture industry. We have MARDI to lead the research, Biotech Corp to market the result of the research and FAMA to market the final products [ flower, fishes, vegetables, fruits etc].
Encourage local companies to have Joint Venture with established companies from Holland, Japan, Europe not only to learn from them, but to leverage on the goodwill and networking that those companies have. Give them incentives, through tax incentives. While they receive tax incentive over a period of time, subject those companies to "zakat" so the government will not losing the revenue at all. In the end, zakat is just 5 % and 10 % depending on what type agriculture business the company operates.

Malaysia’s participation in the EU’s research programme is one way to underpin its goal of becoming a developed country. Piket said current projects with Malaysian partners are primarily in the fields of food, agriculture and fisheries and biotechnology as well as environment such as climate change, nanosciences and nanotechnologies.

“The Malaysian success rate in the EU’s Framework Programme for RTD (research and technological development) is still below the average if you compare it with other non-EU countries,” he told the Business Times.

The success rate stands at 17.7 per cent for Malaysia against the average of 23.2 per cent.

“This puzzles me as Malaysia’s research infrastructure is quite advanced compared to that of other countries in the region. Clearly Mosti and the EU delegation still have a promotional job to do.”

The value proposition of this, is to promote this agriculture business as part of tourism product and package, giving people from all over the world to experience, truly Malaysian experience under the sky and sun of this wonderful country, Malaysia Truly Asia. ! I know few hotels, cottage do have this concept, but my experiences so much more we can do.

Expand the concept of "Gharameen Bank " or " Amanah Ikhtiar "  into wider application including natural entrepreneurs back in the remote areas in Malaysia, help them with the technical knowledge and help them to market their products globally. We have the Cooperative Concept or Organization, and those synergies between those organizations are very much needed to drive Malaysia's economy to a high income economy.

My wish for 2011 Budget - Wish # 3

My next wish for 2011 budget, is very much related to the following article of Dato' Seri Najib Tun Razak, and allow me to extract the article ;
"SERDANG: Prime Minister Datuk Seri Najib Tun Razak today appealed to motorists to drive safely and help prevent roads from becoming "rivers of death". 

In his road safety message, he urged Malaysians to always give priority to personal safety as well as that of other road users. 

The prime minister made the reminder in a special video message launched by Works Minister Datuk Shaziman Abu Mansor in conjunction with the coming festive season. 

"Let's discipline ourselves by adhering to the road safety regulations," Najib said. 

"Careful and prudent driving will greatly minimise the risk of accident. Let's travel home in happiness and thankfulness that we can celebrate the Aidilfitri with none of our family members being involved in accidents."

Yes, it is that scary - " river of deaths" and if nothing proactive actions taken by the government and the authority, this river of deaths will continue to flow. While advise after advise were given and initiatives after initiatives being taken, all are gone to the deaf ears and blind eyes, still Malaysia is experiencing " river of deaths" every day especially during the festive season and it is very sad. Why all the efforts are useless ? Are Malaysians are so stubborn and hard headed ? Orang kata " degil " ? Let us not dwell into this, and of course continue blaming the road worthiness ?  and other factors.
Yes, RTD will conduct and monitor the situation along the highways and roads, but trust me people will share information upfront as to the locations of the enforcement officers. Sg Buaya , Rawang, KM 20 after Ipoh, exit , KM 30 PLUS highway and the list are going on.  

For this upcoming budget, please Prime Minister to increase allocation for Road Transport Department , for the latter to leverage on technology and improve the remuneration package of RTD/JPJ officers to make it more attractive, as these are the group who make sacrifices during the festive seasons, during rush hour be it shining or raining  and they perform the job diligently.

By having the most sophisticated surveillance system in the world, where summons are immediately issued and make the penalty amount the highest in the region if not in the world, for serious traffic offender such as beating the red traffic light shall be given serious consideration. Time to balance between creating awareness, reminders and educating the public with a more stricter and tougher system and law in place.
I have read from the news that the RTD was proposing to impose higher penalty, and enforcing the demerit system, but I do not know and understand why it is being stopped by the "law makers" ? From what I read, the law makers felt that the penalty and the systems are not " people" friendly !!! For God's sake, which one is more critical and important here, system friendliness to the people or that " river of deaths" will continue to flow and we are losing our "best, good and innocent people" because of the road accidents almost everyday. The spirit of 1Malaysia shall consider people first, performance now ! Why shall people get worried getting summonses, if they are law abiding citizens while driving ?  It is common sense.
With regards to the technology, the amount may be huge to put such an investment, for now, but over long run it will benefit the country. However, focus shall be given to the accident prone roads and high risk areas. This will also reduce dependency on having more enforcement officers [ often I heard lacking of enforcement officers are one of the reasons for not enforcing the law effectively and efficiently].  But, please maintain the system and put an effective maintenance system, for the investment to worth the money,. It is tax payers money, in the end of the day. RTD shall be held responsible and accountable for the system to work as it intended to be.
In the meantime, road safety and other aspect of Safety, Health and Environment shall be part of the school co-curriculum, and it shall start from the very young and tender age. School, as an institution together with PIBG can play its role to promote safety , health and environment as a way of life and culture among Malaysians. Make it a mandatory requirement for all the institutions from early until tertiary level to have SHE as part of the syllabus, and requirement to graduate.
Another consideration , JPJ shall introduce defensive driving techniques as part of the syllabus , both theory and practical in all of driving schools as part of the curriculum and part of the test to obtain the driving license. 
My personal observation as road users, often I saw " ageing" trucks and heavy vehicles cruising the road, "emitting thick black smoke" of which can cause safety hazard to the other road users. The road worthiness of those heavy vehicles and trucks are questionable ! My view on this, for RTD to amend the law to increase the insurance premium after the vehicles reaching certain age, obtain road worthiness certification by PUSPAKOM every year [ mandatory], increase the road tax amount and etc to make sure it is safe to be driven on the road. 
Learn from the best on the best practices to make the road safer. I heard in German, the government does not impose the maximum speed limit on the highway, and yet they have the least road accidents recorded in the world. Why ? Common sense, right mindset and safety as part of the culture, and ensure the vehicles are road worthy to be driven on the road.

Send our officers to learn from the best , and implement the best system in this wonderful country of Malaysia. Again, exchange program with them may enrich the experience and exposures of our people. There is no one single perfect system, in the world but any good system that will stop this river of deaths from continuously flowing is considered already an achievement.
Another consideration, is to introduce "cashless" transactions in all RTD offices. I know one country, Qatar required all the transactions to be made via debit card or credit card. The country does not allow cash transactions, which is something for Malaysia to take queue and learn from.  
 In my view too, the government shall make mandatory for all radios and TVs station to play their part as part of corporate social responsibility to promote road safety among Malaysians. For instance, make a mandatory from 7 a.m to 7.30 a.m every day all radios and TV channels [ Mix Fm. Hits FM, Selangor Fm, KL Fm, TV3, TV1 , TV 2 ] simultaneously to air programs about road safety and SHE related programs. Be creative and make the program interesting and interactive so that people will awake and feel good and will not switch it their radio off !

Again, it take the will to make it happens !

Wish # 2

I may not be popular among them, but my wish is for their own goods and sake. I do not have anything  against the person as an individual, but what they are doing cause more harm than good, not only for themselves, but also for someone dearest to their heart and society in general. Increase the excise duty for cigarettes, cigar, alcoholic drinks and anything that falls into the category . This shall be applicable to  companies who produce, distributes and sells those items. Instead of normal 25 % of corporate income tax, perhaps it is high time to tax them the max of 50-55 % of corporate income tax.  My rational is very simple, that those things do more harm than goods to the society in general, and I believe this is against our Vision 2010 and 1Malaysia spirit. How many dies everyday because of cancer, drink and drive related accidents, domestic problems because of addicted to the alcohol and other social problems. The statistics is the proof and increasing. No signs of slowing down. 
I am not saying, they the sole cause of the problem, but it is identified and acknowledge as one of the root cause of the problems. By addressing and tackling one of the root cause, more focus on the other root causes. Of course, by increasing the excise duty and tax will not stop people from smoking and drinking, but at the very least will make them think twice before venturing into it.
Surely, it will encourage more illegal and smuggling activities of the related item as these groups will do anything to make sure they are not so called being "discriminated", but through and effective enforcement with the cooperation from the public, this will be addressed. Once they get caught, fine them to the maximum worth to millions instead of few hundred thousands. This will help with the government coffer too.
How about those poor farmers that involve in producing this tobacco leaves. My next question, how many of them will be affected out of 27 million of the population ? The next thing to do is to help them venture into more value adding business venture, and help them during the transition period.
It all can be done, but with strong will and determination to make Malaysians a more healthy society, thus reducing the government bills in treating the illness related to those products, and focus on more critical illness.

Frankly, from my observation, by having this Malaysia will not going back to the "Flinstone Age" or " Zaman Batu" and how this will affect tourism dollar ? Do not worry, tourists come to visit Malaysia for something that is not available in their country and something unique and different, that we are offering. They will still survive for few days without cigarette and beer or wine, and my view they will spend whatever the money they have for other things that value adding and value for money. But still, they can still got those at the counter, but a bit more pricey, that is all :)

My wish for 2011 Budget- Wish # 1

Alhamdulillah, I am blessed to be born as a Malaysian. I have been traveling around the world, and proud to be Malaysian. There is a saying, " Jauh perjalanan luas pandangan " and there is truth in it. Malaysians are being envied by other nationalities in may respects. We have Proton cars on the roads outside Malaysia, we have Petronas,  Malaysians do not require VISA to enter many countries, even better than our counterparts in USA and Europe. When I mentioned that I am Malaysian, I received so many good words from perfect strangers and the next name that being mentioned by these perfect strangers is none other than " Mahathir Mohamad" . I was once shown an email by my Syrian friend that he received from his friend. The email mentioned, how Malaysians used to live in the jungle and remote areas and do no have greater civilization like them, and within a time span of 53 years after Independence, we have gone so far and done a great job in developing the country, much to the envy of others. The rest are still struggling to become one, and in trying to emulate Malaysia. Kudos to the previous leaders and it is a real challenge to the existing leaders to match if not better the performance of their predecessors. Every single news in Malaysia always received great attention from these people-politically, economically and socially, and Malaysia have always been in their radar.Malaysia is very closed in their heart, and not to much to say they love Malaysia so much. A good example, was the Imam Muda program. This program received  wide coverage in the medias in the Middle East and Europe, USA and even in was aired in BBC Arabic. 

While we have achieved so much, that shall not result us being complacent and an "arrogant "nation. We shall continue being humble, continue progressing and improving and help others to develop themselves and prospering our neighbors. If the Prime Minister asks me, what are my wish for 2011 Budget, here are the some of the things, that Malaysia could do better and I hope this will be incorporated in the budget ;

1. Improvised the education system in Malaysia.

There is nothing wrong with our education system. We managed to produce good leaders, outstanding businessmen, good bureaucrats, efficient and effective administrators. However, the education system fit for those generations, shall I say Generation X. We now have Generation Y and in the future we may have generation XYZ.  I would like to see a more " holistic approach "in our education system, balance between the physical or worldly needs and spiritual needs of the students. These two (2) shall be integrated, as we have seen so many failures when one is only focusing on the physical or worldly needs of  the students.  This shall start at the very young age, to mold students with the right mindset, right behavior and at the same time focusing on the physical or worldly aspects of development. We have to produce generations who are "like a fish in the ocean, living in salty sea water and yet the fish taste so good  and provide the required protein for human being".

Another aspect of education system that I would like to see, is to make education and learning as a fun process, not something that being put on the students throat to swallow. These require thinking and mindset change on the teachers and those educators circle. People have to be creative in coming out with curriculum and syllabus that have the elements of fun in learning. Gone those days, students are afraid of the teacher. I would like to see an environment when students are eager to go to school to learn, and school provides the environment that stimulates the interest of the students.

There shall be a excellent rapport between the school and the association of parents [PIBG] and mutual understanding or a contract between the parties with regards to the roles and responsibilities of the two parties. PIBG is not all about meetings and meetings and place to point fingers to each others. It is how one play his roles for the sake of the students. I would expect the teacher to visit the students home, see how they live and who are the parents are, and parents shall make this happen and have an open mind that the teachers are doing the responsibility. PIBG shall initiate, programs that goes beyond the " school formal framework" such as working together to initiate students exchange programs with students from other parts of the world, social responsibility [ raise funds to help the need] as a way giving back to the community, involve in the entrepreneurial programs, conducting drama classes, learning music, learning foreign languages, spiritual activities according to one's believe, going to cinema together " wayang tancap" [ Indonesian called it ] every month [ like good old days in the school football field] and so much more. This must be happening at all school and not only at selected few. So much collaboration between the school and teachers, that will make the symbiosis and synergy to produce 1Malaysia school children and generations. It requires mindset both for teachers and parents.

AUKU as excuses for not being able to excel in the area and shall use it as a challenge to be more creative in producing quality graduates. The government is one hand, shall listen to the university, and the fact time has changed to make the management of educational institute more transparent, effective and efficient.

Having said the above, what are the successful factors to make it happen ;

1. Make teaching profession as the first choice of employment. I believe so many people are passionate about being an educator, but due other considerations, teaching or educator as the last resort of career for failure to get better opportunity in the corporate world. The government shall treat school as "another corporation "or "virtual entity" where its has its own performance indicator. While profit is not the main motivation, effectiveness and efficiency is the key. Make the teacher's and educator, attractive enough at par if not better than the others to attract the best talents pool with passion to be in the school. This also include for teachers to have a career ladder, and promotions are not based on seniority but rather performance based and capability based teachers. We can no longer afford " excess luggage or baggage " in the school and non performing teacher shall be dealt appropriately and accordingly. Above all, make the package attractive !

2. Separate between school administrator and school teacher- Teachers focus on the students capability building and mindset change, and administrator focus on the effectiveness and efficiency of the government fund allocation to the school, and eliminate waste permanently. School shall be managed professionally, if we would like to see the future generations succeed in developing Malaysia. It shall be managed by professional. Education system shall be seen as an investment for the future benefits, producing quality generations, as such it shall not be seen as cost centers, but rather " profit center" in the sense, managing the funds and resources provided by the government in the most effective and efficient way.

3. The government shall encourage teacher's exchange programs with other develop countries especially in the subject where the country are strong at and do have a good quality of education system like Norway , Finland, Austria, UK and Australia, USA, Singapore , Morocco, Egypt, Lebanon, and other countries deem fit the bill. This will expose the teachers to different environment and learn from the best, and will bring the ideas and implemented at the school.

4. School as playing ground for the kids to grow and mature, and ready physically, mentally and spiritually for them to face the world. These play ground shall be fun and stimulate the interest for them to learn and be creative. Leverage on the technology and encourage each students to have one lap top, and encourage them to leverage on technology to stimulate their interest, like producing their own movie, software, animation, album music, phone application, own radio station, and those that can stimulate the interest in learning. Stimulating the innovation culture shall begin at the very young age.

5. Institute of higher learning- if we have good ranking university in the world, it will attract the cream of the crops to study at our universities and shore, and will benefit the country should this best people decide to contribute to Malaysian success stories. With the Greater Kuala Lumpur initiative, the best talent may choose Malaysia as a place to work, live and play. Malaysians shall not be felt threaten, as they shall raise their bar to the be at the same playing level field of competition, and the government however shall have policy to protect the interest of Malaysian are well protected and taken care off. The opportunity to mingle around and knowing other people from different background shall be leveraged by the students, not to be missed. Imagine, with the network that this people have from all over the world, will make Malaysia more prosper. This will generate income to Malaysian government in terms of the personal and business income tax, and provide Malaysians with job opportunities, and its spill over to the politic, economic and social is just tremendous.

6. Institute of higher learning shall be responsible and accountable for their accounts and funds allocation, to make it effective and efficient and eliminate waste permanently. University shall be managed by professionals and offers good learning facilities to produce qualities graduates and workforce.




As such, I would propose the government Education sector shall receive the highest budget allocation in 2011 budget, as part of initiative to improving the education system in Malaysia to be at par if not better and the best in the world. Let us rewrite the history, by making Malaysia as education hub, incubator, knowledge base economy of the world, and make our university among the best in the world.
